April 2024 the Village at Clear Springs project receives approval from the County Board of Supervisors.

October 2023 the Village at Clear Springs project received approval from the County Planning Commission.

In 2019 Loudoun County adopted a new Comprehensive Plan that designated this assemblage of properties to be part of the Transition Policy Area, previously identified as Rural Policy Area.

This website outlines our proposal to the County.


The Village at Clear Springs is designed with an abundance of active and passive recreational amenities for residents and visitors to enjoy. The amenities include civic gather areas, community trails, pocket parks, community pools, fitness centers, a community clubhouse, and subject to zoning approval a world-class USTA Mid-Atlantic Tennis Campus.

Community connectivity will be provided with accessibility as its central theme for all residents and will include significant green scenic living space, containing trails suitable for walking, jogging, and cycling. Homes will be built around the open spaces and will be easily accessible by all residents.

The proposed scope of amenities is significant, and the open space and civic space proposed exceed the requirements designated in the comprehensive plan

USTA Mid-Atlantic Tennis Campus

Subject to a zoning approval, a world-class tennis campus will be located on the northern limits of the project, offering year-round use, through both indoor and outdoor tennis courts. Anticipated facilities include (20) outdoor 78” hard courts, (16) indoor tennis courts, (8-10) outdoor pickleball/youth courts, a central event lawn, an exterior food court, shade pavilions, and associated parking. At the heart of the facility will be the community and operations center, centrally connecting the indoor court structures, and providing a gateway into the facilities.

At the entry to the USTA Tennis Campus, the community and operations center will provide an architectural focal point upon arrival into the site. This main building will include a clubhouse, locker rooms, players' lounge, pro shop, community room, fitness room, ample spectator seating indoors and outdoors, second floor viewing and reception area, tournament operations offices, and meeting rooms.

Community Clubhouse

Located in the active adult neighborhood, the Community Clubhouse will be the primary amenity. With pond frontage and access, and expansive views across the adjacent open space, the clubhouse location will encourage user diversity throughout the seasons through amenities including an outdoor pool, indoor pool, tot lot, social gathering spaces, pond access and trail connections.

A centrally located community pool will be a principal amenity near the main entrance neighborhood. The outdoor pool, along with bathhouse and restrooms, will help transition neighborhood types and provide variety throughout the streetscape.

Children Play Area

A large tot lot will provide accessible and varied play opportunities, specifically located adjacent to the affordable and workforce housing planned areas. This play area will have a range of accessible play equipment, for multiple age groups, and incorporate standard safety measures throughout, along with providing shade and seating for supervision.

Community Park

Located on the southern parcel at the intersection of Evergreen Mills Road and Shreve Mill Road, a large Community Park will offer an expansive open space, picnic pavilion and seating areas, a large dog park, and open lawn play areas. A system of trails and interpretive signage winds through the existing wetlands, providing a path system through the existing woodlands.

Pollinator Garden

A diverse mix of plantings will be on display at the Pollinator Garden, attracting a variety of pollinators, from birds to butterflies. A colorful plant palette will be used, including many native species, to provide year-round visual interest, as well as year-round environmental benefits. Seating will be provided at the garden as well as trail connectivity to the adjacent naturalized open space.

Mews Walk

A linear Mews Walk will provide residents an alternative means of pedestrian connectivity between neighborhoods. This path is in addition to the street and sidewalk network. Occasional seating and small terraces will be located along the path to provide for areas of rest and informal gathering spaces.

Central Green

A large, open Central Green lawn will be a focal point for the arrival into the southeast neighborhood, as well as create a destination within the community. A community garden with raised planter beds provides residents with opportunity to grow their own herbs and vegetables. An open lawn provides for a range of opportunities from informal and formal events to casual sporting gatherings, as well as providing a visual green space for a large number of outward residential views.

Gathering Nodes

Enhanced seating areas and layered landscaping will be provided at the Gathering Nodes, to create purposeful community spaces and designed areas of interest. These areas will offer seating, shade, and year-round interest with excellent views of the existing pond, and connectivity to the larger trail system.

Pocket Parks

Throughout the neighborhoods, Pocket Parks will be provided in multiple areas to create a system of connectivity within the communities, linking other amenities, trails, and open spaces. These pocket parks will consist of seating, enhanced landscaping, and a unifying theme or focal feature. A repetitive theme can be created and implemented through potential signage, art, or other landscape elements to further enhance and connect.

Trails

An extensive trail network will link the sidewalk system with the surrounding natural features of the community. The trail network will provide access for walkers, runners, parents with strollers and bicyclists to travel through the forest, open space and around stormwater facilities.

Seating areas and widened trail sections may be provided at specific waypoints where there are spectacular viewsheds or potential activity areas. While the majority of the trail will be constructed of asphalt, select areas that encroach steeper slopes or run adjacent to a pond may employ a short section of boardwalk to minimize disturbance.

The boardwalk sections may be constructed of composite wood to reduce future maintenance costs. Trail head markers may be provided at main entrance points and will include a general map and directional cues for the various activity areas.

At intermittent points along the trail, there may be fitness stations for exercise enthusiasts, educational signage for wildlife lovers, interpretative signage describing some of the historic events and/or landmarks, and interactive music play stations for children.
